How to use Day 31.
This is the walk-through for Day 31. I built it for a standard Access to Information Act delay. IRCC has 30 days to answer. When they miss it, you can complain to the Office of the Information Commissioner. You still send the package.
If you still need to file the request itself, use How to request GCMS notes. This page is only the Day 31 complaint package.
What it is
File on day 31. Drop the ATIP paper. It is read on this device. Nothing is uploaded. There is no account.
Accepted paper: PDF, EML, TXT, MSG, JPG, PNG.
Letters stay in this browser. The official complaint form is filled here. You get a package: the email, the form, the supporting letters. You send it to the Commissioner.
The Registry email and the Commissioner’s website remain the official doors. Day 31 does not file for you. Independent of IRCC. Using Day 31 does not create a retainer. Access Act and OIC only. No Privacy Act or OPC path. No fee in the tool.
Who files
Open Practice on Day 31. The complainant must be the person who made the ATIP request. Those details fill section 1 of every OIC form on this device.
You can set first name, last name, name as printed on the form, firm, RCIC number, street address, city, province or territory, postal code, country, telephone, email, and OIC language (English or French).
Required: first name, last name, address, email, and phone.
Nothing leaves the browser. Practice details, ATIP letters, and completed forms stay on this computer.
Drop the paper and read the clock
Drop the acknowledgement, the $5 receipt, the follow-ups. The matter parses the acknowledgement and runs a deadline clock: the 30-day mark, the file window, and deemed refusal. You can add Day 31 to the calendar. Drop more paper or paste an email.
WHAT WE READ is editable: institution, file no, online request no, received, first aware, records requested, facts. Check those before you preview.
Preview the form
Preview is the official OIC complaint form, April 2026, 11 pages, delay or deemed refusal. Read it. If a field is wrong, go back and edit WHAT WE READ.
File the complaint
- Confirm the filer details on Practice.
- Confirm the matter clock and the editable WHAT WE READ fields.
- Preview the official form.
- Complain: one download. You get a sendable .eml with the official form attached.
- You hit Send. That is the filing. The address is Greffe-Registry@oic-ci.gc.ca.
Day 31 does not file for you. The Registry email and the OIC site remain the official doors.
