Students who have changed DLIs and have applied for a new study permit extension (after Nov 8, 2024) must wait to receive their new study permit to start their studies at the new DI even if there was no DLI name on their previous study permit. However, a policy clarification was issued for students who were accepted to a new DLI for the Winter or Spring 2025 semester (starting from January 1, 2025 to May 1, 2025) You can start studying at your new DL if you: shave been accepted to a DL! for the Winter or Spring 2025 semester (starting from January 1, 2025 to May 1, 2025), and «have applied for a study permit extension, and shave a study permit that remains valid and that doesn’t have the DLI name printed on it, and «meet all your existing study permit conditions Ifa student meets these criteria, they can attend the new DLI to while your study permit extension is being processed. Hello, | hope this email finds you well. | would appreciate your guidance in the following: Sections 217.1 and 189.1 of the Immigration and Refugee Protection Regulations (IRPR) ¢ * Under 217.1, if a student in Canada has a study permit that names a specific Designated Learning Institution (DLI) and they are accepted for a program at a different DLI, they must apply for a new study permit. © * Under 189.1, a student who has applied for a new study permit under section 217.1 is allowed to study at the new institution while waiting for a decision only if they meet certain conditions (remained in Canada, following permit conditions, and DLI named in previous study permit faces issues such as institution closed, suspended, discontinued program or lost DLI status). My understanding is that when a study permit does not name a DLI (such as those issued before November 1, 2024), sections 217.1 and 189.1 of the Immigration and Refugee Protection Regulations (IRPR) would not apply.
