1. 1, Cana visitor still make a study permit application while inside Canada as an overseas application, or is this a change in guidance?

Response:

A foreign national may submit an outside Canada application however, they will have to leave Canada to obtain their permit.

If the foreign national chooses to stay in Canada, they must have authorization to stay in Canada during this time. Please note

that “flagpoling” is no longer allowed for most foreign nationals. Flagpoling occurs when foreign nationals who hold

temporary resident status in Canada, leave Canada and, after a visit to the United States or [requester] and Miquelon, re-enter

to access immigration services at a port of entry.

A foreign national who submits the outside Canada application will have to leave Canada and return from a country other

than the United States or [requester] and Miquelon in order to be examined at a port of entry ahead of being issued a study

permit.

2, 2. Furthermore, can a visitor still make a work application while inside Canada as an overseas application, or is there a possible change in this guidance pending, too?

Response:

The public policy allowing visitors to apply for work permits from within Canada ended in August of 2024: Canada ends

temporary public policy allowing visitors to apply for work permits from within the country - Canada.ca. As a result, a person

who is currently a visitor with legal status in Canada is not eligible to apply for a work permit from within [requester] a visitor

would like to apply fora work permit, they can do so from outside of Canada.
