Neither of the links provided comment on my issue. | understand that the applicant has to meet the requirements of the program and that employers need to select candidates to ensure they are capable of performing the duties of employment. However, in the case of professionals, the Canadian licensure process is occurring after the processing of the application and the employer could have know way of knowing whether they will run into a snag with that process. So my questions are, where an applicant, who successfully obtains PR under the Federal EMPP Job Offer stream because they otherwise meet all requirements (proper work experience, education appropriate to the job offer NOC, etc.), is ultimately unable to secure a license they need to work in the role in Canada:
