At this time the IRCC Portal no longer accepts study permit applications, all applicants should be using the secure account to

submit their study permit application. Sign in to vour IRCC secure account - Canada.ca

Itis recommended that foreign nationals answer the questions from our webpage: Study permit: How to apply - Canada.ca.

Their response to these questions will direct them to the correct application.

A foreign national who submits an outside Canada application must obtain their permit at the Port of Entry upon entry to.

Canada.

Please note that “flagpoling" is no longer allowed for most foreign nationals. Flagpoling occurs when foreign nationals who

hold temporary resident status in Canada, leave Canada and, after a visit to the United States or [requester] and Miquelon, re-

enter to access immigration services at a port of entry. A foreign national who submits the outside Canada application will

have to leave Canada and return from a country other than the United States or [requester] and Miquelon in order to be

examined at a port of entry ahead of being issued a study permit.

Only certain people can submit an application from inside Canada as per R215. More information about applying to extend

[requester] you for your response and explanation, Additionally, we are trying to understand the distinction between the location of the applicant and the processing stream (inside vs. outside Canada) that the portal facilitates. For example, if a student is physically present in Canada and uses the IRCC portal—which facilitates applications processed outside Canada—for a study permit extension, does IRCC still consider this as an extension of their current study permit? Further, if'a student accurately indicates in the portal that they are currently in Canada, but there is no clear way to designate the application as an extension rather than a newapplication, does IRCC consider this context in how the application is assessed? We are hearing varied interpretations and would appreciate some clarity on the following:

1. 1. Does the physical location of the applicant at the time of submission affect how IRCC determines

whether it is an inside or outside Canada application?

2. 2.When using the IRCC portal, is there a distinction made between extensions and new applications?
