An individual can apply for a work permit, a work permit extension, or for a study permit under the Updated temporary public policy for nationals of Iran in Canada as temporary residents. The client must be in Canada at the time of application and when a decision is rendered. The temporary public policy is intended to support Iranian nationals who arrived in Canada on or before February 28, 2025, and who have maintained their temporary resident status. Students and permanent residents are separate described classes with distinct application processes. Applicants may apply for temporary residence while they have applied or will apply for permanent residence; this process is called dual intent and refers to the concurrent processing of temporary residence and permanent residence applications. It is acceptable for an applicant to apply for temporary residence while their permanent residence application is in progress, so long as they demonstrate the intent to leave Canada by the end of their authorized stay and adhere to study permit conditions while studying in [requester] intent is described under A22(2) and states that an intention by a foreign national to become a permanent resident does not preclude them from becoming a temporary resident if the officer is satisfied that they will leave Canada by the end of the period authorized for their stay. The Updated temporary public policy for nationals of iran in Canada as temporary residents waives the requirements under R213 of the Regulations (the requirement to apply for a study permit before entering Canada) and Paragraphs 215(1)(a)-(g) of the Regulations (the requirements that a foreign national must meet in order to apply for a study permit after entering Canada). It does not waive the requirements to demonstrate that the foreign national will leave Canada by the end of the period authorized for their stay, nor the requirement to demonstrate dual intent. Applicants applying for a study permit under the Iran public policy must demonstrate that they meet the requirements of R216(1)(b), i.e. that the applicant will leave Canada by the end of the period authorized for their stay under Division 2 of Part 9.
