However, applicants may still apply for permanent residence if they meet the following conditions: © They have at least 2 years of work experience in the program and © ‘They're already working in Canada with an LCP work permit, or © They were approved for their first LCP work permit based on a Labour Market Impact Assessment submitted to Employment and Social Development Canada on or before November 30, 2014 If the applicant does not meet these conditions, they will not qualify for permanent residence under the LCP, but may still qualify for permanent residence through the Home Care Worker Immigration Pilots that launched on March 31°¢ 2025, or other permanent residence programs.
