The onus is on the applicant to satisfy the officer that they meet all eligibility requirements. if the foreign national completes a program and starts a new program after November 1, 2024, they must meet the field of study requirement for that new program. Dear [requester]/Madam, lam seeking clarification regarding a recent change to the Post-Graduation Work Permit eligibility criteria related to the field of study requirement. When this requirement was first announced, the IRCC website stated: "if you applied for your study permit before November 1, 2024, you do not need to meet the field of study requirements in order to be eligible for a Post-Graduation Work Permit." However, the wording has recently been updated to: "if you graduated from a program that you started before November 1, 2024, you dont need to meet the field of study requirements.” This change has significant implications, as many students made educational decisions based on the original statement, assuming their PGWP eligibility would be maintained. | reviewed previous versions of the webpage using the Wayback Machine, and the update appears to have been made without an official announcement. Ihave attached screenshots of both the previous and current versions of the webpage for reference. Could you please confirm:

1. 1. The reason for this change and whether it reflects an official policy revision.

2. 2. If students who applied for a study permit before November 1, 2024, but started their programs

after this date, will still be eligible for a PGWP, as per the original wording.
