Applicants who are subject to the first-generation limit (FGL) may use the currently available application package for a Proof of Citizenship to apply and benefit from the interim measure which has been expanded as outlined in the Minister's statement, IRCC has developed an online questionnaire to assist FGL applicants in submitting their application depending on their situation here: Changes to the first generation limit on citizenship - Canada.ca. Once the applicant is identified by IRCC as being subject to the FGL they will receive a letter with the option of being considered fora discretionary grant of citizenship. The letter will also outline the information required to be considered for a discretionary grant which vary depending on the age of the applicant.
