Would this be considered foreign work experience? They file taxes in Canada and have an NOA from the [requester] the company hiring this PGWP open work permit holder does not operate in Canada or participate in the Canadian labor market, does this work experience count as foreign work experience for CRS point purpose, even though they are physically present in Canada while performing the job?
