if the applicant is now in Canada and is not eligible to submit an initial study permit within Canada, can the applicant choose the USAas the country or territory where applying in the section 9 of the imm1294 form? Or the applicant can only choose their home country as the processing visa office?

f the applicant can choose the USAas the processing Visa Office, then the applicant should apply according to the Visa Office instructions of the USA, right?
