Question: 1am writing to seek clarification on the recent changes to Post-Graduation Work Permit (PGWP) eligibility rules that came into effect on November 1, 2024. The updated guidelines indicate that students who applied for their study permits prior to November 1, 2024, will be assessed under the old rules, whereas those applying after this date will be assessed under the new rules, However, there is considerable confusion regarding how these changes apply to students who were already in Canada, actively studying, but now need to extend their study permits to complete their education. Specifically, we would like to clarify:

1. 1. For students extending their study permits to complete the same program they were enrolled in when these rules

came into force—and not starting a new program—how will their eligibility for a PGWP be treated? Response: If the student applies for a study permit extension under the same program of study as the study permit they applied for before November 1, 2024, then they do not need to meet the field of study requirement. If the student applies for a study permit extension under a different program of study than the study permit they applied for before November 1, 2024, then their study permit extension application must meet the field of study requirements applicable to their study program to be eligible for a [requester] note that all PGWP applications (except those from flight school graduates) submitted on or after November 1, 2024 ‘must comply with the new language requirements, regardless of when the student applied for their study permit or when they started their program of study.
