The question arises because the website now states that the following students do not require a PAL:

“You're applying for a study permit extension at the same DUI and level of study as your current study permit.” Since these students’ study permits would have been issued based on a different DL! initially, would they still fall under the PAL exempt category since they have been studying with us since prior to November 8, 2024? Response 1 Students who transferred to your DL before November 8, 2024, but did not update IRCC, would need to submit a Provincial Attestation Letter (PAL) when applying for a study permit extension given, they transferred to a new DL! as per the new regulations. The regulations 220.1 (1) require that a student's study permit be linked to the DLI where they are enrolled. Question 2 If a student changed to our DLI prior to November 8, 2024, and updated IRCC with this information, would they still need a PAL when submitting their study permit extension for our DLI for the same level of study? Will their current study permit now be tied to our DLI, exempting them from submitting a PAL? Kindly confirm. Response 2: Students who transferred to your Designated Learning Institution (DL!) before November 8, 2024, and successfully updated IRC with this information are not required to submit a Provincial Attestation Letter (PAL) when applying for a study permit extension at the same level of study. Question 3: Could you please elaborate on how IRCC categorizes the different levels of study? For example, Yorkville University (YU), and Toronto Film School (TFS) share the same DLI number. If a student wishes to transfer from a diploma program at TFS to a University Bachelor program at YU, would it be considered as the same level of study since both fall under post- secondary education (under graduate programs) as per Canada [requester] 4, Volume 159, Number 3: GOVERNMENT NOTICES “level of study” is categorized as follows: a. primary and secondary education, b. post-secondary education (including vocational and technical training, and undergraduate programs), and . graduate education or above.
