The report indicates that the candidate has completed one full year, and not two full years. Please be advised that the assessment of an application is based on a case-by-case basis; each application will be considered ‘on its own merits, with a final decision based on a review of all the information available to the officer at the time of decision. What does the statement above means? Doesit mean that tl be at the discretion of the IRCC officer to evaluate the explanation that the student ves for changing thelr program before Nov. 1, 2024? Oris it a matter of the student just proving to IRCC with their Letter of Acceptance or Letter of Enrolment that they've changed their program before Nov. 1**, 2024?
