Regulation R215(1)(b) of the IRPR, a foreign national may apply for a study permit from within Canada if they currently hold a valid study or work permit.
* Ifthe student’s study permit is still valid, they can apply for an extension at the same DLL and level of study without requiring a Provincial Attestation Letter (PAL) or Territorial Attestation Letter (TAL).
* Ifthe study permit has expired, the student must apply simultaneously for both restoration and a study permit extension rather than a straightforward extension, Since IRCC does not exempt restoration applicants from the PAL/TAL requirement, they will likely need to include a PAL/TAL with their application.
