The onus is the foreign national (FN) to ensure that they are informed on the program requirements expected of IRC in regard to its programs, and the application process. Claiming ignorance of a requirement does not exempt the FN ffom meeting the expectation. In order to work with a vulnerable population, itis expected that the FN would complete an immigration medical examination. A FN, who worked with this population without having completed the medical examination, would be considered non-compliant with the regulation. 2.
