Just to clarify, you are saying that a student going from Business — Accounting to Business - Marketing it does not count as a program change at IRCC because it was at the same level of study so they will remain eligible from a program point for a PGWP ( pre nov 1 SP application) The reason | asked was that if a student applied with the Business — Accounting LOA for their initial SP and then graduated with the Business - Marketing one, according the rules mid January, they may not be eligible for a PGWP as IRCC may have seen it as a program change.
