Question: Based on the recent gazette, could you please confirm that the graduate level of studies is defined as published and includes master and PhD level programs, hence, students transitioning from a master's to a PhD program within the same DLI do not need PAL: “level of study” is categorized as follows: * primary and secondary education, * post-secondary education (including vocational and technical training, and undergraduate programs), and + graduate education or above. Under current ministerial instructions, IRCC categorizes levels of study into three distinct groups: 1. 1. Primary and secondary education 2. 2. Post-secondary education (including vocational and technical training, certificates, diplomas, advanced diplomas, and undergraduate programs) 3. 3. Graduate education or above “Graduate education or above” refers to degree and non-degree programs at the graduate level or higher. Students who remain within the same level of study while changing programs at the same institution do not require anew provincial or territorial attestation letter (PAL/TAL) when applying for a study permit extension.
