Alternatively, the client may apply for a subsequent TRP if the circumstances justify it. Applications for a subsequent TRP must be submitted via paper and mailed to the appropriate office, as instructed in the Document Checklist [IMM 5557]. Clients can refer to the Guide 5554 on Applying to remain in Canada as a temporary resident permit holder for additional information, Ifthe client is applying for a TRP and a work permit, they should complete the Application to change conditions, extend my stay or remain in Canada as a worker [IMM 5710]. We have a question regarding Ukrainian nationals who were issued TRPs under CUAET upon entry to Canada for not having a valid passport. Ukrainian nationals who did not have valid travel passports and travelled to Canada with single joumey travel documents with visas were issued Temporary resident permits and Work /Stady permits. After the arrival they obtained the passports from the Embassy of [requester] many of the applicants face issued with renewing their status as after they apply for the extension of their work permits under Ukrainian measures for Ukrainian nationals who arrived in Canada before March 31, 2024 and have valid CUAET status, the work permit applications with valid passports but previously issued TRPS are withdrawn by the officers with the following instructions: “No action is being taken to process your request. You have submitted your application online, You must submit an application for a Temporary Resident Permit in paper form. We cannot take any action in your case until such time as you re-apply by submitting a new application by mail along with the following items: [X] An application for a Temporary Resident Permit, and a Work Permit [X] Two recent passport size photographs of yourself, and; [X] $239.75 for the TRP fee, and $255 for the Work Permit fees” We would like to confirm that TRP holders in such circumstances must apply for subsequent TRPs in paper even though they have valid passports and no compliance /admissibility issues but were issued TRP upon entry. Do the applicants continue to be inadmissible after getting a valid passport because upon they did not have a passport, and they were issued TRPs? We would also like to point out that if this aligns with the guidelines IRCC officers follow for Ukrainian nationals applying for an extension, there are no clear instructions for such applicants on the website. This lack of information creates confusion and leads to unecessary expenses, as fees are not reimbursed afier withdrawals, Additionally, while regular TRP with Open Work Permit applications are exempt from the open work permit holder fee, it appears that Ukrainian nationals are subject to a special regime requiring them to pay this fee in this situation.
