Please see our response to your question: Question: Given the current restrictions on flagpoling, which allow it only in limited circumstances, including for U.S. citizens, professionals and technicians under free trade agreements, and others as specified, | would like clarification on how this impacts IEC applicants who have received a Letter of Introduction (LOI) and need to activate their work permit. Several IEC applicants have been denied the request to activate their work permits at the border and the CBSA officers did not provide instructions on how the applicants can activate their permits. Given this, | would like clarification on whether leaving the country and returning by flight would activate the work permit at the border, or if there are alternative methods for activating the permits under the current flagpoling restrictions. I would appreciate your guidance on how IEC applicants should proceed in this situation. Answer: As announced by the Government of Canada as part of Canada’s Border Plan, clients who have received the Port of Entry (POE) Letter of Introduction (LOI) while inside Canada cannot flagpole to receive their permit. Clients must leave and re-enter Canada from a country other than United States or [requester] and Miquelon to activate their permit. Clients returning from a country other than the United States, or [requester] and Miquelon would not be defined as flagpolers.
