Could you please confirm ifa PAL is required for a study permit extension for students who transferred their DLI before November 8, 2024, to a different program from the one their current study permit was issued for? We are experiencing significant difficulty due to the lack of clarity regarding the new changes. Under current ministerial instructions regarding provincial or territorial attestation letters (PAL/TAL), IRCC categorizes levels of study into three distinet groups: 1. Primary and secondary education 2. Post-secondary education (including vocational and technical training, certificates, diplomas, advanced diplomas, and undergraduate programs) 3. Graduate education or above Students who remain within the same level of study while changing programs at the same Designated Learning Institution (DLI) do not require a new PAL/TAL when applying for a study permit extension.
