Ihave a team of 6 RCICs working in my team serving about 8,000 international students. We are currently handling a few restoration files and would need clear guidance on PAL exceptions for restoration — in particular, restoring to study at the same level and same DLI We understand that Restoration: referred to in subsection 182(1) of the Regulations has been removed for the 2025 allocation period. We found this in the Ml 2025 as well as the latest update in the Operational Instructions and Guideline dated March 5, 2025 under Exception for the 20250 allocation period - Study permits: Provincial or territorial attestation letters - Canada.ca We also understand that Restoration: referred to in subsection 215(1)(b)continues to be valid and as such students who are restoring their status for the same level and the same DLI would fall under the PAL exception, under the same heading and in particular, the table following the paragraph - Siuidy permils Provincial or territorial attestation letters - Canada.ca

The table below summarizes which PAL/TAL exceptions for the 2025 allocation periad are applicable based on the application received date. Applicable to applications received Exception in Ministerial Instructions on or after January 22, and reference to the regulations 2025 referred to in paragraphs 215(1)(a) and (b) Yes Study permit applicants who, after entering Canada: a. hold a study permit b. apply either 90 days before or after the expiry of their study permit in Canada; and are seeking to extend their study permit at the same designated learning institution (DLI) and in the same level of study as the existing study permit referred to in paragraphs 245(1)(d) and (e) of the Regulations Yes Based on the above, our conclusion is that a PAL is ONLY required if the student is restoring their study permit to study in a different institution or at a different level of studies.
