Orin this case, they have to wait to register for EOI for parents which is a lottery and may not have a chance to be selected forever. So these lonely Canadian remain alone and this rule never apply to them. Please kindly clarify the above rule when there is a parent out of Canada but there is no other sponsorship program for the sponsor to bring them as a immediate family prior to consider other relatives under this rule.
