I am writing to seek clarification regarding the requirements for a new Provincial Attestation Letter (PAL) or Territorial Attestation Letter (TAL) when students transition between different post-secondary kevels within the same Designated Learning Institution (DL). According to IRCC guidelines, "If you're moving in between post-secondary levels at the same DLI, you can keep studying at your DLI with your current study permit as long as you still meet your study permit conditions. However, if you need to extend your study permit, you will also need to submit a new provincial attestation letter (PAL) or territorial attestation letter (TAL)." Could you kindly clarify the following scenarios: * Non-Credit to Credit Certificate Transition: Ifa student is currently enrolled in a non-credit certificate program and is applying to a credit certificate program at the same DLI, is a new PAL required for the study permit extension? * Diploma to Degree Program Transition: If'a student is studying in a diploma program and is transferring to a degree program within the same DLI, is a new PAL required for the study permit extension?
