Hello, | have a question about the need for a student to apply for a new Study Permit if IRCC marks their current SP “invalid"

In November in the Gazette we find the following text:

Consequences for not complying with the conditions

The regulations amend existing conditions to specify that study permit holders must enroll at the DLI listed on their study permit and remain enrolled until they complete their studies. The study permit invalidity provisions are also amended to add that the day when the permit holder is no longer enrolled at the DLI named on the permit, is the date when the permit may become invalid.

My questions are as follows:

1, 1. The text specifically mentions "the DLI named on the permit". As only students admitted after January 2025 will have a DLI name stated on their study permit, are we to assume that this amendment applies only to new students with a DLI specific Study Permit, or does this apply to all study permit holders?

2. 2. Currently, we do not provide approved immigration leaves for students with account hold. Our current practice is to ask the student to return home or if they are staying in Canada to apply for a Visitor Record, clear their amount owing and return the next semester. We also counsel on PGWP eligibility and work restrictions in these cases. Under the new announcement, are students also required to apply for a new study permit in addition to a Visitor Record if IRCC is marking their current existing student as invalid?

3. 3. We also have situations in which students may be away from campus for authorized reasons such as student exchange agreements or registration at another DLIas part of a joint degree program. Should these students be given an approved leave? Ideally, students attending another DLI as part of a joint degree program would be on the other school's DLI compliance report, but with the new requirement to apply for a new Study Permit when they do a semester or year at another institution, it is unlikely that the student's application for a new SP would have been processed before the DLI compliance reporting period
