The job offer must demonstrate the applicant will be providing personal care services, not health or nursing services, in a residential setting NOC 44101: Home support workers, caregivers and related occupations, provide personal care and companionship for seniors, persons with disabilities and convalescent clients. They provide care in the client's residence, where they may also reside. They are employed by home care and support agencies, private households, or they may be self- employed. While the group home described operates in a residential location, its potential classification as an “institutional setting” depends on the nature of the care that will be provided and the operational structure of the facility. If the group home functions as a facility with structured, institutionalized care (e.g., 24-hour staff rotations, multiple residents receiving care in a shared environment), it may be considered an institutional setting and thus ineligible under the Pilot. Job offer eligibility depends on the specific nature of the caregiving role. If the caregiving work involves providing personal care services in a residential setting the job offer may qualify. Officers will use all available information to determine whether the applicant will be providing services that align with the NOC and whether the work setting is considered the care recipient's private residence. If the work will extend beyond personal care services and is offered in an institution, it may be ineligible. We are working with a client who runs a full- time 24-hour care group home for adults with disabilities. This is a home care facility owned by the employer organization that operates in a residential location (residential home) and employs home care workers under NOC 44101. Would a job offer in this setting qualify under the Pilot, or would a group home of this nature be considered an “institutional setting” and thus be ineligible? Nursing homes are specifically listed as not eligible under the Job Offer requirements, but we cannot determine the extent of what is considered “institutional” by the stated criteria. Further, we are trying to determine if the program only applies in situation where care is provided in a private home owned by the individual (or their family) receiving the care.
