Based on the Ministerial Instructions (MI86 and MI87) for the Home Care Worker Immigration Pilots, the highlighted clause

“other than under paragraphs 186(a) to (t) and (v) to (x)" refers to specific exemptions under the Immigration and Refugee

Protection Regulations (IRPR) that allow individuals to work in Canada without a work permit. These exemptions include

categories such as business visitors, diplomats, and certain other temporary workers

*. * Post-Graduate Work Permit (PGWP) holders: These individuals are authorized to work in Canada under a valid work permit and are not covered by the exemptions listed in paragraphs 186(a) to (t) and (v) to (x). [requester] holders should be eligible under the Stream A requirements, provided they meet all other criteria (e.g., residing in Canada, engaging in full-time, non-seasonal work, and meeting sections 3 to 5 of the requirements)
