Starting January 22, 2024 at 830 a.m, EST, most study permit applicants need to provide a provincial attestation letter (PAL) or territorial attestation letter (TAL), unless they meet one of the exceptions. You cannot use a PAL/TAL that was issued during a previous study permit cap year. However, ifthe study permit application was submitted before 11:59 PM [requester] 21, 2025 with a PAL/TAL issued for the 2024 cap year and approved, you do not require a new PAL to start your program even if you defer your start date.
