Foreign nationals with legal temporary resident status in Canada are responsible for adhering to the conditions of their entry,

including timely application for status extension or its restoration, and compliance with entry conditions.

For clients whose status is nearing expiry and who cannot renew their passport in time, it is recommended that they apply for

an extension of their current visitor record, work or study permit before it expires. The officer will address the passport issue

as part of the extension application. If a temporary resident applies for a status extension before the expiry date of their

temporary resident status in Canada, they can continue working or studying with maintained status until IRCC makes a

decision on their application

The department is aware of the difficulty and delays Ukrainian clients are experiencing in regard to renewing their passports.

Generally, all foreign nationals applying for temporary residency in Canada are required to provide a valid passport or travel

document as per Sections 52 of the Immigration and Refugee Protection Regulations (/RPR). Please see a list of acceptable

documents at 852(1) and exceptions to the document requirements at R52(2). If applicants cannot meet a requirement to

provide an acceptable document due to compelling circumstances, delegated decision-makers may consider their situations

ona case-by-case basis. The onus would be on the applicant to provide an explanation or evidence relating to their situation

to support why they are unable to provide a valid passport.

Asa reminder, Ukrainians and their family members who were approved under the CUAET, who arrived in Canada on or

before March 31, 2024, and who hold valid temporary resident status have until March 31, 2025, to apply for anew open work

permit that is valid for up to three years, extend a current open work permit or apply for a new study permit, subject to

standard fees. Clients may apply for a visitor record or an extension of their study permit via regular channels. All Ukrainians

and their family members in Canada with temporary resident status are eligible for settlement services in Canada until March

31, 2025, regardless of their arrival date.

Ukrainian nationals who hold a passport from another country are eligible to apply under these measures with their other

passport, as long as they are able to demonstrate that they are a national of Ukraine and meet all other conditions listed in

the Temporary public policy to facilitate continued access to open work permits and study permits for foreign nationals in

Canada who arrived under the Canada-Ukraine authorization for emergency travel measures.
