Situation:
Applicant has a valid visitor visa for Canada.
Applicant has been to Canada once and has eft.
Applicant received a Valid LMIA from Canadian employer now
As announced by the Government of Canada as part of Canada’s Border Plan, work and study permits will no longer be
provided to flagpoles at a port of entry, effective December 23 at 11:59 pm ET.

Question:
Can the applicant fly to Canada using a valid visitor visa, and apply for a work permit at the airport?
Answer:
CBSA ports of entry are no longer receiving applications from flagpolers. Flagpoling is defined as when foreign nationals, who
hold temporary resident status in Canada, leave Canada and after a visit to the United States or [requester] and Miquelon, re-
enter for the purpose of obtaining immigration services at a port of entry including work and study permits.
Asa result, a foreign national seeking a work permit at a port of entry after a visit to the U.S or [requester] and Miquelon may not
be able to apply for a work permit if they have valid visitor authorization in Canada from a previous visit
