Under current ministerial instructions, IRCC categorizes levels of study into three distinct groups: Primary and secondary education Post-secondary education (including vocational and technical training, certificates, diplomas, advanced diplomas, and undergraduate programs) Graduate education or above Students who remain within the same level of study while changing programs at the same institution do not require a new Provincial Attestation Letter (PAL) when applying for a study permit extension. For example, if the student wishes to change ftom one post-secondary program to another post-secondary program at the same [requester], a PAL would be required if the student moves to a different level of study (c.g,, from post-secondary to graduate education). When applying to extend their study permit, the applicant will need to provide proof that they meet one of the exceptions, if they don’t provide a PAL with their application. :b280This is RCIC # an international student advisor and immigration specialist at ~~~ T would like to ask about the new PAL requirements for different level of study. Suppose a student changes their program from Ontario College Graduate Cert to Ontario College Cert at the

same school, does it considered a different level of studies and requires a pal for a study permit extension?

Abo ifa student changes their program ffom Diploma program to Ontario Graduate Cert, does it also require a PAL?
