If'a student is moving from master’s to PhD level at the same DLI — would they need PAL while extending their study permit? Response: Thank you for your email correspondence to Immigration, Refugee and Citizenship Canada’s Immigration Representatives [requester] information is being provided as general program guidance; we are unable to provide case-specifie advice. Under current ministerial instructions, IRC categorizes levels of study into three distinct groups: 1. Primary and secondary education 2. Post-secondary education (including vocational and technical training, certificates, diplomas, advanced diplomas, and undergraduate programs) 3. Graduate education or above Students who remain within the same level of study while changing programs at the same Designated Learning Institution (DLI) do of require a new Provincial Attestation Letter (PAL) when applying for a study permit extension. For example, a student moving from a master’s program to a PhD program, same level of study and at the same DLI, they would not required a [requester] applying to extend their study permit, the applicant will need to provide proof that they meet one of the exceptions, if they don’t provide a PAL with their application.
