QUESTION 1

We are hoping to get some clarification and guidance on the new PAL policy.

A student holds a valid study permit which was issued for his high school studies. They started their undergraduate program at

Western September 2024 using their valid SP but didn't notify IRCC about DLI change. Now they need to apply for a study

permit extension, are they required to have a PAL?

RESPONSE 1

Applicants renewing their study permit at the same Designated Learning Institution (DLI) and level of study are typically exempt

from providing a Provincial or Territorial Attestation Letter (PAL). However, since the student did not inform IRCC about the

change in both their level of study (fom high school to undergraduate) and their DLI before November 8, 2024, they will now

need to submit a PAL when applying for a study permit extension, as they have transférred to a new DLL under the new

regulations. ‘The regulations [8220.1 (1) require that a student’s study permit be linked to the DLI where they are enrolled.

QUESTION 2

Similar scenario, an undergraduate student transferred from another DLI to Wester in September 2024, notified IRCC the DLL

change through their IRCC account before November 8, do they need a PAL if they apply for a study permit extension now?

If'an undergraduate student transferred to another DLI ( and notified IRCC of the DLI change before

November 8, 2024, and remained at the same level of'study (undergraduate), they may not need a new PAL when applying for a ooiees
