If'a student changed institutions before this date and did not notify IRCC, they ‘would not be held to the new requirements. However, they must have a valid study permit. If the student now needs a study permit extension to complete their program, they began at the new DLI before November 8, they will need to submit a Provincial Attestation Letter (PAL) with their extension application. For more detailed information, please refer to the following IRCC webpage: Changing your schoo! or program Response Q2: Students who started a program at a new DLI in January 2025 but did not submit their study permit extension are considered non-compliant. They must stop studying until they submit a study permit extension. They can submit the extension application now and continue their classes once it is approved. A PAL will be required with the extension application if they are extending their studies at a new DLI and new level of study. Students who submitted a study permit application prior to November 1, 2024, are not required to meet the new field of study requirements when applying for a study permit extension.
