While we are aware that students that meet the eligibility criteria (outlined on the public-facing portion af the site and the PDIs) are allowed to work while waiting for the PGWP to be processed, and that the right continues if they apply in Canada and then travel internationaly, we are not clear on whether the right to work is granted to those who apply for their PGWP outside [requester] IRPR 186 (ww) doesn’t limit authorization to work without a work permit to those applying from a certain location, the implication is that it applies regardless of where the application is submitted. That said, we have received feedback that students applying for their PGWP outside Canada do not receive the interim proof of work letter. The PDI states (emphasis is mine):

“As of February 2021, after sending the TR Acknowledgement of [requester] then validates a specific set of

rules, and ifall rules exist, a second letter (IMM 0127 E — WP-EXT for PGWP) indicating the authorization to work

under paragraph R186(w) is sent automatically.” Is it possible that the GCMS rules require an in-Canada application? If so, does that mean IRCC’s opinion is that work while waiting for an outside Canada PGWP application is not authorized by R186(w) despite its wording? Best regards,
