The International Experience Canada (IEC)"s authority to issue work permits transitioned from paragraph 205(b) to paragraph

204(d) of the Immigration and Refugee Protection Regulations (IRPR) on December 18, 2024

To be assigned Comprehensive Ranking System (CRS) points for arranged employment under the Ministerial Instructions respecting

the Express Entry system 29(2)(a)(i), an applicant must hold a work permit that was issued under the circumstances described in

paragraph 204(a) or (c) or in section 205. IEC work permits issued under paragraph 204(d) on or after December 18, 2024 will not

meet these requirements. Holders of IEC work permits issued before December 18, 2024 may be assigned CRS points for arranged

employment if they meet all the requirements,

I would like to receive confirmation on the changes 10 the [RPR, section 204 that was published on December 18, 2024, From our

understanding, youth mobility visas such as Young Professional visas were added in a new subsection (d) of section 204.

This change has ramifications regarding the ministerial instructions for Express Entry, more specifically, the instructions regarding oots42

qualifying offers of employment. These instructions only specify subsections (a) and (c) of section 204 as qualifying, which would no longer include the Young Professional visa as that is now considered under 204(d). I would like confirmation regarding the following:

* When will the Young Professional permits no longer be eligible for the 50 bonus points in Express Entry?

* Are the Young Professional permits that were issued on or after December 18, 2024 impacted in any way? Thank you for your time.
