In your case, since the applicant received the PCC from their country of nationality in April 2024 and has not returned since, that certificate is likely still valid, as long as 1. The PCC was issued after the last time the applicant resided in that country for 6 consecutive months or longer. 2. The PCCis still valid and hasn't expired if it has an expiration date. However, please note that the evaluation of applications takes place on a case-by-case basis. An immigration officer may still request a new PCC depending on their assessment of the applicant's specific circumstances.
