The foreign national had work experience outside Canada, but he was fill time student of Canadian pubie college at that time, There was certain time that IRC allowed 100% remote study during covid 19. At that time, the student was outside Canada, but successfilly graduated even it was remote as there was special policy allowing students to study remotely more than 50%, And at that time (while he was studying remotely), he also had skilled work experience ourside Canada,
