Some representatives interpret this to mean that all work permit holders, including those with occupation-restricted permits (such as LMIA-based closed work permits), are eligible. Others believe it implies that only those with an open work permit—allowing employment in any occupation without restrictions—qualify, Could you please confirm the intended meaning of this eligibility requirement?
