Whereas the ability to become economically established (RPR, R87) criterion applies to the principal applicant is a key component of the program. The nominating province or territory assesses this criterion before issuing their nomination to the applicant. The nomination itself is considered the primary indicator of an applicant's ability to become economically established, unless there is additional evidence that would indicate otherwise.
