I would like to inquire whether it would be possible for IRCC to explicitly include the PAL requirement in the refusal letter, for example, under the “Next Steps” section on the second page. This clarification would help ensure transparency and procedural fairness for applicants. If a second application is refused and the refusal letter does not reference the PAL requirement, there is a risk that this omission could be seen as a procedural fairness issue, potentially leading applicants to pursue judicial review.
