As long as the applicant is physically outside of Canada at the time they make their EMPP application, an applicant can reside in Canada on a temporary resident document while the application is being processed. To note, as per A29(2), a foreign national must leave Canada by the end of the period authorized for their stay, so an in-Canada applicant must maintain their temporary status while being processed in order to be eligible. Please confirm that as long as an EMPP application is submitted while the applicant is outside of Canada, ifthey relocate to Canada after the application submission, there would be no impact to eligibility For example, an applicant is outside of Canada, submits an EMPP application and thereafter, arrives in Canada on a temporary resident document (e.g. work permit, study permit, visitor status) could be inside Canada for the duration of the application processing until decision, Thank you for your consideration Yours truly, 002360
