Quebec selects its own skilled workers under a Canada-Quebec agreement. This is not a PNP. IRCC still decides permanent residence after Quebec selection.

• IRCC PNP page of 19 Aug 2026: Quebec and Nunavut do not have PNPs.
• Apply to Quebec first, then apply to IRCC for permanent residence.
• Express Entry FSW, CEC, and FST all require a plan to live outside Quebec.
