Official / RED VERIFIEDIRCC instructions describe two emails: the first asks for basic information, and the second says IRCC is ready to confirm permanent resident status through the Permanent Residence Portal. Receiving either email does not by itself grant status.
IRCC says a representative cannot sign in using the applicant's portal credentials or declare that the applicant is physically in Canada. After status is granted, travel by a commercial carrier needs a valid PR card or a permanent resident travel document, plus a passport or travel document.
