R10

Immigration and Refugee Protection Regulations, section 10

The regulation that says what a complete application is. Incomplete means rejected, not refused on the merits.

On the official record

• R10 requires the application in writing, signed, with the information and documents the Regulations require, and with evidence the fee was paid.
• The Express Entry completeness PDI says an incomplete application is rejected under R10 and the fees are refunded.
• The official AOR is the R10-passed letter.

Common mix-ups

• Not a refusal on eligibility or admissibility.
• Not a PFL.

The catch

Rejected as incomplete means you start again. On Express Entry that means a new profile if you want another ITA. If a public page and the completeness PDI disagree, the PDI wins.
