PNP index

The OINP nominates people. IRCC decides permanent residence. The 14 Jul 2026 landing says the Ontario Workforce Priority stream has launched and all other streams are now closed. A nomination is not a visa.

Active stream: Ontario Workforce Priority

Official purpose: skilled foreign workers with a qualifying job offer in any NOC, plus eligible self-employed physicians who do not have a job offer. The employer starts a job-offer file in the employer portal. The worker then registers an expression of interest. A nomination is not a visa.

Job-offer applicants

• Registered employer who applies for approval of the employment position.
• Invitation to apply, then documents that match the EOI claims.
• Work experience or a mandatory licence, language, education, legal status if in Canada, and intention to live and work in Ontario.

Work experience (official TEER split)

TEER is the second digit of the 5-digit NOC. Requirements differ.

TEER 0, 1, 2, or 3. One of:

• At least 6 months consecutive paid full-time work in the job-offer position in the 12 months before application.
• Recent Ontario graduate: at least 3 months consecutive paid full-time work in that position in the last 12 months.
• At least 2 years cumulative paid full-time work in the same NOC (or a listed related NOC) in the last 5 years.
• The licence or authorization required by Ontario or federal law for that position, with a stated exception for transport truck and transit operators.

TEER 4 or 5. At least 9 months cumulative paid full-time work in the job-offer position in the 2 years before application.

Language

• TEER 0 to 3: CLB 6 in all 4 abilities, or CLB 5 for listed skilled trades, or a listed recent Ontario credential instead of a test.
• TEER 4 or 5: CLB 4 in all 4 abilities.

Education

• TEER 0 to 3: at least a one-year Canadian post-secondary credential or foreign equivalent, unless the job is a listed skilled trade (high school) or a listed licence exception applies.
• TEER 4 or 5: Canadian high school or foreign equivalent.
• Foreign study needs an ECA less than five years old from an IRCC-designated organization.

Self-employed physicians

The official stream page lets eligible self-employed physicians apply without a job offer. Use that section of the Ontario page. Do not invent a points grid here.

Express Entry option

The 11 Aug 2026 stream page says TEER 0 to 3 job-offer applicants and self-employed physicians can ask to be nominated through Express Entry if they keep a valid federal profile. Accepting that nomination adds 600 CRS points. Letting the federal profile expire after nomination means starting the OINP process again.

Closed OINP streams

Closed. Not apply-now paths. The landing page is explicit: all other streams are now closed. That includes the former Human Capital Priorities, French-Speaking Skilled Worker, skilled trades, Employer Job Offer, Masters Graduate, and PhD Graduate streams.

Applications already in progress under a closed stream stay with the rules they were filed under. New EOIs belong on Workforce Priority only.
