R10 completeness

The regulation that says what a complete application is. Incomplete means rejected, not refused on the merits.

IRPR s. 10 requires the application in writing, signed, with the information and documents the Regulations require, and with evidence the fee was paid.

The Express Entry completeness PDI says an incomplete application is rejected under R10 and the fees are refunded. The official AOR is the R10-passed letter.

Rejected as incomplete means you start again. On Express Entry that means a new profile if you want another ITA.

R10 is not a refusal on eligibility or admissibility, and it is not a procedural fairness letter. If a public page and the completeness PDI disagree, the PDI wins.
