Official / RED VERIFIEDThe completeness PDI requires a complete electronic application for permanent residence within 60 calendar days of the ITA. A complete file is the eAPR, the fees, and the supporting documents that validate the profile and the application.
The apply page says a profile, even with an ITA, does not count as having applied. Submitting the eAPR produces an electronic receipt. The AOR comes after the completeness check.
