A province or territory nominates. IRCC still decides permanent residence. A nomination is not a visa.

IRCC provincial nominees page is the federal door. The province or territory selects under its own program. IRCC then decides permanent residence. Quebec and Nunavut do not have PNPs.

An Express Entry nomination can add 600 CRS points. That is still Express Entry, plus a nomination. Non-Express Entry nominations use a different IRCC application.

A nomination does not skip IRCC admissibility, completeness, or the eAPR if the file is in Express Entry.
